Sicily is still closing 2019–20 social funds as the Region requests data and repayments
A 5 November directive identifies delays in local social-plan resources. The issue is not a new allocation, but older money that has not completed its administrative cycle.
Sicily published urgent instructions on 5 November concerning 2019 and 2020 National Social Policy Fund resources. The note covers data entry in the SIOSS platform, possible reprogramming of local social-plan funds and repayment of unspent sums.
The regional text says that use of resources transferred to health and social districts, and implementation of planned actions, has been significantly delayed for years. That is the regional administration’s assessment in the directive. The page does not identify which districts have the largest delays or the total amount still outstanding.
The age of the funds makes the case politically significant. In 2026 administrative work linked to 2019 and 2020 is still being completed. This does not prove that every euro is idle: some may be committed, reprogrammed or awaiting accounts. It does show that the cycle is not closed and that the delay described by the Region affects later national allocations.
Understanding the effect on services requires district-level data: sums received, committed, paid, reprogrammed and returned; planned actions; and users reached. Without that table the warning remains general. U Chianu treats the directive as the start of scrutiny, not its conclusion: the question is where the money stopped and which social services were delayed or never began.
